This article explores legal and policy responses to the use of online communication by terrorists and their supporters to promote and carry out acts of physical terror. The author, Asaf Wiener, argues that the anonymity and limited monitoring capabilities characteristic of online activity make it difficult to identify and punish perpetrators of such cyber-enabled offenses through traditional legal measures. The article begins its analysis with the Israeli judicial experience addressing cyberterrorism, examining how that body of case law has approached the challenge of deterring national security offenses committed through cyberspace.
