Regulation of Dark Web Activities: Legal and Enforcement Challenges in Pakistan.

The rapid expansion of digital technologies has led to the emergence of the dark web as a concealed segment of the internet that facilitates both legitimate privacy-oriented communication and a wide range of illicit activities. This study examines the regulation of dark web activities in Pakistan, focusing on the legal and enforcement challenges under the existing cybercrime framework. It analyzes the role of PECA 2016, FIA, PTA, and NCCIA in addressing cybercrime while identifying gaps relating to digital evidence, cryptocurrency regulation, jurisdiction, and international cooperation. The study concludes that Pakistan requires comprehensive legal reforms, enhanced cyber forensic capabilities, judicial capacity building, and stronger international collaboration to effectively regulate dark web activities while protecting constitutional rights and digital privacy.
